Sometimes windows simply have failed or improperly installed weather stripping on them. Since weather stripping is almost exclusively installed to seal between moving parts, it is only natural for it to require servicing and even replacement over the years. One of the most common problems I see in the field is the vinyl bulb weather strip on casements has become dry rotted. Other common problems are gaps in corners, and weather stripping that has come out of its track. It is my personal belief that bulb weather stripping should be replaced on casement windows at least every 10 years. The "fuzzy" types of weather stripping (it actually is referred to by several common names) tend to last longer, and may never require replacement.
